REQUEST FOR DESIGN/BUILD OF SKATE PARK 

The City of Talent (City) is seeking proposals from qualified firms or individuals to provide a Professional Design/Build Services for the design and construction of a skate park renovation maintaining the existing park layout designed for all types of use including skateboards, in-line skates, BMX bikes, scooters and the like located at Old Town Park. The City of Talent (City) is seeking proposals from qualified firms and individuals to perform a Skate Park Rehabilitation Project). 

The purpose of this project is to provide complete design services including conceptual design, final plans and specification, engineering cost estimates, contract documents and construction of project.

The City conducted a Parks Master Plan that was completed in 2020. The Parks Master Plan called out one of the challenges for the Old Town Park (location of the Skate Park) is aging infrastructure. The community outreach that was conducted for the Parks Master Plan stated a first priority for the community is to maintain existing park facilities and amenities as well as Provide a high-quality skate park experience. A goal listed for Old Town Park is repairing the existing skate park. The city would like to complete this goal and return to providing a great experience for riders of all skill levels. The proposed renovated skate park will provide the current elements of the existing park within the final product.

Sealed proposals must be physically received by 3:00 PM (PST) Wednesday November 20, 2024, in the City of Talent at 110 East Main Street, Talent, OR 97540 or by mail at P.O. Box 445, Talent, OR 97540  All questions, inquiries and requests for additional information regarding this RFP must be directed to the sole point of contact, City Manager Gary Milliman by email at gmilliman [at] cityoftalent.org (gmilliman[at]cityoftalent[dot]org). The time of day shown on the desk computer of Gary Milliman will be used to determine when the 3:00 p.m. (pst) deadline has passed.

Proposer should check the City’s website to verify they have all addenda before submitting their proposal.  All proposal documents must be in hard copy form.  Proposals are limited to ten (10) pages.  Consultant selection will be based upon weighted criteria as cited in the request for proposal document.  Standard selection criteria include, but are not limited to experience, availability, schedule, and response time. 

Consultant selection is anticipated to result in the issuance of a contract for financial services in the form provided in this RFP. The City of Talent reserves the right to reject any and all proposals, to waive formalities or to accept any proposal which appears to serve the best interest of the City of Talent.
